Khalaf Al Habtoor Urges
The Lebanese State to Put Aside Their Internal
Differences
Beirut,
20th March, 2007 -Mr. Khalaf Al Habtoor, Chairman
of Al Habtoor Group, urged the Lebanese state to
put aside their internal political differences and
work towards providing a secure and just
environment for investors in the country. Speaking
to an audience of invited media, during a press
conference held at Beirut Airport, he said, "Arab
and Lebanese investors are considering the option
of proceeding through international law to obtain
justice and compensation". He went on to outline
the significant damages sustained to investors
resulting from the inability of the state to
implement law and order.
Clarifying his position, Al Habtoor, said, "Due to
the continuing unfriendly investment climate in
Lebanon, a number of Arab and Lebanese investors
have approached me to join them in suing the State
of Lebanon before the UNICITRAL (United Nations
Commission on International Trade Law) or ICSID
(International Centre for Settlement of Investment
Disputes). I have used my personal leverage to
persuade them to hold back, believing that the
prevailing state of affairs would change. But in
all honesty, how long can I continue to do this.
Are things really going to improve to a
satisfactory level in the in the near future?"
In conclusion, Al Habtoor added, "I find it
difficult to accept the employee layoffs that have
resulted from this catalogue of disasters where
decent people have been deprived of their income
and ultimately the ability to support their
families. Lebanon needs to attract foreign
investments to create more employment and for that
to happen the State has to ensure security for the
investor".
