HEE is a huge organization with a massive labor force and is opening over a dozen sites all over the UAE. The Procurement Department is centralized in the head Office complex in Dubai. The Department is responsible for the purchase of all permanent and temporary materials used on the sites, including those of joint ventures. Without the materials provided by them, very little can be accomplished.
Since the company is large and the value of projects undertaken ever increasing in value, professional procurement requires certain jointly by the Buying Department and Quality Assurance Department and are strictly adhered to. Associated with the process of procurement are the Main Stores facilities at Head Office and the New Yard lay down are in Al Quoz. On sites, specialist storage facilities are established to receive, control and issue the millions of dirhams worth of materials procured every month.
The Procurement Department’s main objectives are contributing to the efficiency of the company, in particular to ensure that materials are procured in the proper and systematic fashion. The Procurement Manager, Malik N Shiqwarah, uses his communication skills to negotiate with suppliers and other staff, if necessary, to achieve and provide the best quality at the right price. The aim of this department is to optimize the service it provides over similar organisations.
Shiqwarah is constantly in touch with suppliers, Project Managers and the site progress, be they in-house or Joint Venture projects. All material requirements are promptly expedited after verifying the price, quality, delivery, and specification as per the buying procedures set by the ISO 9002 quality system.
After a detailed analysis of the contract requirements, the Procurement Manager with his team consisting of Purchasers, Material Engineer, Storekeepers and Secretaries apply the buying procedures to the requirements of Site Engineers and Project Managers.
The Procurement Department’s responsibilities include liaison with Main store, New Yard and sites on a regular basis in order to obtain the right kind of material at the right time, at the right place and to contribute to the successful completion of projects in the specified time.
